Chandigarh, December 5 Apprehending that he may be falsely implicated by Vigilance Bureau and Punjab Police, former Punjab DGP S S Virk has approached the High Court seeking a 10-day advance notice before any fresh case is registered against him. The petition will come up for hearing tomorrow.

In his “blanket bail”, Virk has raised eyebrows over the functioning of Punjab Vigilance and the appointment of its Director, Sumedh Singh Saini.

Questioning the appointment of Saini for the post, the former DGP has stated, “Saini cannot be trusted to head an important and sensitive department like the Vigilance Bureau and ensure independent and professional functioning. A seniormost officer, not less than DGP or ADGP, had been holding charge of the Vigilance for more than 15 years.”

Yet again calling himself a victim of political vendetta, Virk has alleged that the appointment of Saini is nothing but a favour done by Parkash Singh Badal, Chief Minister of Punjab.

“Badal and his family need a pliable officer at the helm of the Vigilance Department so that the case of disproportionate assets registered against him is subverted. The witnesses have been made to resile under the regime of the present Vigilance Bureau. The Vigilance Bureau is in tune with political aspirations and requirements,” the petition reads.

In order to strengthen his accusations of false implication by the Punjab Police, Virk has attached a copy of the FIR which was registered against him on October 19.

It may be recalled that the case booked under Section 330 of the Indian Penal Code (IPC) against Virk in Malout was registered before October 31, when he was granted regular bail from the High Court in a case of disproportionate assets registered against him by Punjab Vigilance.

The case was registered on the complaint of one Chaman Lal Mehta, resident of Malot. As per the FIR, Mehta’s son got married to a girl named Abhi Rachi, a doctor by profession and reportedly a close friend of Virk’s daughter.

As per the complainant, when his son and daughter-in-law had a matrimonial dispute, Abhi Rachi approached Virk’s daughter and got a case on charges of dowry harassment registered against Chaman Lal and his family.

It has been alleged in the FIR that the family members of Mehta were humiliated and thrashed in the police station on the directions of DGP Virk.

The petition also makes a significant mention of the medical report of Virk prepared by the PGI in which he has been declared a high-risk patient.
